The Municipality of the District of Chester (MODC) invites proposals from professional hydrogeologists to implement and oversee the groundwater, surface water, and leachate monitoring program for the Kaizer Meadow Environmental Management Centre (KMEMC) for 2026 through 2028 calendar years. Full project details are provided in Part 4 - RFP Particulars.

MODC owns and operates the KMEMC located at 450 Kaizer Meadow Road, Sherwood, Lunenburg County, Nova Scotia, off Highway 14. This facility primarily serves residents of Lunenburg, Kings, and Annapolis Counties. 

KMEMC consists of a 2^nd generation landfill, a construction and demolition debris disposal area (located on top of a closed 1^st generation landfill), two (2) septage disposal lagoons, a leachate treatment facility and evapotranspiration dispersal field, contaminated soil pad, and public drop-off area.

The successful Proponent shall enter into the attached Professional Services Agreement (PSA) with MODC. MODC intends to conclude negotiations and finalize an agreement with the top-ranked proponent within 30 days commencing from the date MODC provides notification of project Award. 

Note that a Purchase Order is required, as well as the PSA. Both the Purchase Order and the PSA must be fully executed prior to project kick-off.
